Relating to education; establishing state measures for student achievement growth; requiring commissioner of education in consultation with a recognized assessment group to implement a model using a growth-based value-added system including criteria for identifying schools and school districts demonstrating medium and high growth for advancing educator professional development and replicating programs succeeding in meeting students diverse learning needs; specifying certain model requirements; defining certain terms; specifying certain school participation requirements, appeals process; modifying certain requirements for statewide testing, educational accountability and public reporting and student academic achievement and growth; specifying certain state growth target requirements and other state measures; modifying certain student performance reporting requirements; requiring the commissioner to convene groups for the development of a model projecting anticipated performance of each high school on preparation and rigorous coursework measures for school comparison purposes and for implementing measures for assessing school safety and students' engagement and connection at school, specifying certain membership requirements and duties; clarifying and modifying certain provisions; repealing a certain provision relating to the value-added assessment program
