Relating to state government finance

ARTICLE 1 - STATE GOVERNMENT APPROPRIATIONS

Appropriating money to the legislature, governor and lieutenant governor, state auditor, attorney general, secretary of state, campaign finance and public disclosure board, investment board, office of enterprise technology, administrative hearings, administration, capitol area architectural and planning board (CAAPB), Minnesota management and budget (MMB), revenue department, gambling control, racing commission, state lottery, tort claims, Minnesota state retirement system (MSRS), Minneapolis employees retirement fund (MERF), teachers retirement association (TRA), St. Paul teachers retirement fund, Duluth teachers retirement fund, amateur sports commission, council on black Minnesotans, council on Chicano/Latino affairs, council on Asian-Pacific Minnesotans, Indian affairs council and to the general contingent accounts, requiring MMB commissioner to transfer fund to the budget reserve account, permitting balance carryforward

ARTICLE 2 - STATE GOVERNMENT OPERATIONS

Providing for Minnesota management and budget (MMB) (finance) technology development lease-purchase financing and appropriating money to MMB commissioner; providing for state appropriation bonds and authorizing sale by MMB commissioner; creating a statewide electronic licensing account for completion of the Minnesota electronic licensing system, permitting a temporary licensing surcharge; requiring arts assistance and noncommercial radio station grants to be distributed according to state grant policies, permitting carry over and modifying report and audit requirements; appropriating money annually to the commissioner of revenue to make payments under a lease-purchase agreement for an integrated tax software package purchase and development; requiring local units of government (county, city, town) to contract for supplies, materials, or equipment purchases by using state cooperative purchasing contracts; making conforming changes to prior enactments; ratifying racing license fees; authorizing lease-purchase agreements and appropriating proceeds to the MMB for the new statewide accounting and procurement system and appropriating proceeds to commissioner of revenue for an integrated tax software package; repealing the annual appropriation to the amateur sports commission

ARTICLE 3 - TRANSFER OF ENVIRONMENTAL QUALITY BOARD

Providing data classification for radioactive waste disposal study data and low-level radioactive waste data; transferring environmental quality board functions, powers, duties, and responsibilities to the pollution control agency (PCA), transferring staff and remaining account balance, requiring a legislative report, specifying instructions to the revisor of statutes; repealing PCA and environmental quality board data coded elsewhere, environmental quality board definition, environmental quality board creation, definitions, packaging and container provisions and annual appropriation
