Relating to higher education; requiring eligible state higher educations (postsecondary) institutions admitting students with grants to develop partnerships with a minimum number of high schools (secondary schools) with lower-than-average college attendance to promote academic preparation and college attendance, requiring the office of higher education to maintain a list; establishing the Minnesota promise for higher education for certain students using incomes to determine certain eligibility; requiring the office of higher education to prepare and distribute materials; modifying the achieve scholarship program by waiving the foreign language requirement for certain students, by modifying student eligibility, scholarship awards, qualifying expenses, scholarship funds availability, evaluation reporting and planning information and by requiring student investment; repealing the achieve scholarship program documentation of qualifying household income and disbursement of scholarship provisions
