4E Modifying certain provisions regulating lawful gambling; modifying gambling organization duties relating to annual audit, certified inventory, cash count and reporting requirements, modifying the gross receipt amount for the annual financial audit requirement, eliminating certain financial review requirements; modifying the definition of lawful purpose and certain other definitions; requiring licensed organization gambling board evaluation to determine ratings and specifying criteria for rating, increasing civil penalties for violations, requiring standards to be met annually; making licenses perpetual, specifying conditions for lapsed licenses and gambling manager temporary requirements; imposing a monthly regulatory fee; allowing local investigation fees to be imposed annually; specifying time period required for board notification of organization changes and bingo card requirements, decreasing the time period allowed for tax return filings, authorizing board suspension of organizations failing to pay fees, licensed organizations off-site lawful gambling and raffles without leases; prohibiting compensation to lessor and family of lessor; regulating linked bingo games, providing restrictions on participation in lawful gambling; making clarifying changes; requiring monthly expenditure reporting, excluding organizational contributions to local governments from consideration as expenditures and modifying local government reporting; requiring local government approval prior to board initial premises permit issuance; repealing lawful gambling use of gross profits alternative premises payment and civil penalty, net profit reports, lapsed license, organization license renewals notice and license renewal to merged fire relief associations, organizational raffle exemptions, gambling employees amount paid, compensation paid by check or electronic transfer, penalty, employment of certain persons, premises used for gambling exceptions and proceeds from rental and minimum age prohibition provisions
