3E Relating to transportation; appropriating money to commissioner of transportation (DOT) for multimodal systems, airport development and assistance, aviation support and services, transit, freight, state roads for infrastructure investment support, state road construction, highway debt service, infrastructure operations and maintenance, electronic communications, county and municipal state aids, general support and services, for certain transfers with the approval of commissioner of finance, for the use of state road construction appropriations and for the transfer of funds for certain contingent appropriations, to the metropolitan council for bus transit and rail operations, to commissioner of public safety for certain administration and related services, for the office of communications, public safety support services, for payment of public safety officer survivor benefits, soft body armor, for transfer to the trunk highway fund, for technical support services, to the state patrol for patrolling highways, commercial vehicle enforcement and capitol security, for drivers and vehicles services and for traffic and pipeline safety; providing a contingency for state airport fund remaining balances for airport development and assistance; requiring commissioner to allocate appropriations in a way to maximize available federal money; authorizing and providing for certain fund transfers for general contingent accounts and the payment of tort claims; prohibiting trunk highway fund use for gubernatorial office personnel costs payment; requiring appropriations disadvantaged business enterprise program compliance; increasing a prior transit appropriation; reducing a prior appropriation for bridge collapse and other highway construction projects; authorizing the metropolitan council to transfer to the transit operating budget certain amounts from the metropolitan livable communities fund accounts and certain balances in the fund to cover transit deficits and authorizing the council to transfer a certain amount from the right-of-way loan acquisition fund to cover deficits, requiring a certain amount of council tax revenue to be used for metropolitan bus transit operations, requiring the council to use the maximum feasible and allowable federal funding allowed for metropolitan transit preventive maintenance and capital costs

ARTICLE 2 - TRUNK HIGHWAY BONDS

Appropriating money to department of transportation (DOT) and providing for the sale of state bonds for trunk highway interchanges construction promoting economic development and employment and traffic congestion relief and safety

ARTICLE 3 - TRANSPORTATION FINANCE

Requiring the road or transit authority to consult with certain affected
businesses concerning the issue of business signs; designating an individual to serve as a business liaison between the road or transit authority and affected businesses; specifying business liaison duties; prohibiting department of transportation (DOT) trunk highway fund expenditure for gubernatorial office personnel costs; increasing the municipal state-aid street fund set aside amount for DOT administrative costs; providing for the establishment of the Stillwater lift bridge endowment account for operations and routine maintenance of the lift bridge, providing for funding sources, requiring an annual appropriation to commissioner for transportation (DOT), providing for demolition under certain conditions, requiring audits by the legislative auditor and legislative reports; requiring motor vehicle service fees for leased vehicles, physically disabled persons plates, collector plates, replacement plates and intercity bus registration special plates to be credited to department of public safety vehicle services operating account; "Kathryn Swanson Seat Belt Safety Act"; making passenger motor vehicle seat belt use violation a primary offense in all seating positions regardless of age, defining certain vehicles, modifying certain exemptions, making conforming changes for certain instruction permit and provisional license holders; requiring commercial drivers license records to reflect violations committed in commercial motor vehicles; authorizing commissioner of transportation (DOT) to use the design-build method of contracting in connection with planning, design, development and construction of a high-speed rail passenger line connecting Chicago, La Crescent, Winona, Red Wing and the Twin Cities and requiring commissioner to include in the statewide freight and passenger rail plan a study of an extension of the high-speed rail line between St. Paul and Minneapolis; requiring the metropolitan council to transfer a certain amount of funds from the livable communities demonstration account to the local housing incentives account; authorizing the metropolitan council to levy a transit tax for the metropolitan transit system, specifying metropolitan county (Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, and Washington counties) applicability; expanding a prior appropriation use to include rail park and ride lots; prohibiting the metropolitan council from increasing regular-route or metro mobility fares; requiring metropolitan council to convey the Apple Valley transit station and real property located in Dakota county to the Minnesota Valley transit authority for carrying out the governmental program and public purposes of the transit station; requiring metropolitan council to establish a discount passes pilot program and policies for charitable organizations for homeless persons; providing for levy adjustment (reduction) and metropolitan livable communities fund transfer reductions under condition of excess motor vehicle sales tax revenues; requiring commissioner of transportation (DOT) to issue permits to Rochester allowing city completion of a new interchange at trunk highway #52 and 65th street NW; authorizing and providing for commissioner of transportation (DOT) to conduct a design-build contracting pilot program to authorize and evaluate use of design-build method of contracting by municipalities for transportation projects, requiring technical review committee municipal appointment, requiring phase one design-build RFQ and phase two design-build RFP, specifying contract award procedure, allowing municipal low-bid design-build process and requiring a legislative report; prohibiting DOT seasonal vehicle weight restrictions imposition on trunk highway #11 between Baudette and International Falls
