ARTICLE 1 - HUMAN TRAFFICKING CRIMINAL AND VICTIM PROVISIONS
Increasing criminal penalties for certain sex trafficking offenses, providing for enhanced penalty based on aggravating factors; modifying certain definitions; modifying employer retaliation prohibitions; including solicitation, inducement, promotion of prostitution and sex trafficking in the definition of the crime of violence for felony convictions offenses
ARTICLE 2 - HUMAN TRAFFICKING TRAINING AND PUBLIC AWARENESS
Providing technical training on human trafficking and labor trafficking for judges, prosecutors and law enforcement; specifying certain duties of the commissioner of public safety relating to the development and delivery of human trafficking training; increasing public awareness of human trafficking, requiring the commissioner in cooperation with governmental agencies and nongovernmental organizations to prepare public awareness programs to educate potential victims of human trafficking and their families on risks of victimization, evaluation requirements; modifying certain public awareness initiative requirements; requiring an annual report to the legislature
ARTICLE 3 - TRAFFICKING VICTIM ASSISTANCE
Modifying certain trafficking victim assistance requirements, requiring commissioner to develop a plan for services and specifying certain plan content and approval requirements; authorizing the commissioner to make grants to units of local government, Indian tribes and nonprofit nongovernmental victims service organizations to develop, expand, or strengthen victim service programs for victims of human trafficking and those at risk for human trafficking including sexually exploited youth; requiring the commissioner to establish certain program requirements for American Indians services; specifying certain application requirements, duties of grantees and maintenance of data collected by grantees; appropriating money to the commissioner of public safety
