ARTICLE 1 - MANDATE REDUCTION

Eliminating certain education mandates and providing school district flexibility; modifying school board standard statewide summary reporting procedures; modifying certain school safety drill policy requirements; removing certain restrictions on distribution of staff development revenue; authorizing school boards to require nonpublic students to furnish transportation to and from school, allowing school boards to charge nonpublic student transportation fees as an alternative; reducing the early childhood family education (ECFE) revenue, school readiness aid and community education revenue reserve account limitation requirements; modifying the time period for a teacher employed by a school district to request a leave or extension of leave to teach at a charter school; modifying certain safe schools levy certification requirements; reducing regional library basic systems support grants; waiving the deadline and penalty for aid payments for the 2010-2011 biennium; providing a temporary suspension for the use of learning and development revenue and safe school levy funds; authorizing capital account fund transfer, limitations; repealing certain provisions relating to reports of dangerous weapon incidents in school zones, schools mentoring schools regional sites, the administrators academy, area learning center organization reserve revenue, site decision-making agreements, school district construction and review and comment requirements, transportation aid entitlement district reports and nonpublic pupil transportation aid
