Relating to transportation; modifying a provision in the enacted transportation finance bill to require a transportation authority to designate a business liaison in cases of substantial business impacts caused by road or rail transit projects; prohibiting trash, garbage or refuse dumping, waste draining, continuous parking and pitching tents at highway rest areas, exceptions; clarifying Clearwater county veterans memorial highway designation; designating a portion of trunk highway #200 as the veterans memorial highway, requiring commissioner of transportation (DOT) to adopt a suitable design to mark the highway and erect appropriate signs; designating a portion of marked trunk highways #34 and #87 in Becker county as the Becker county veterans memorial highway; designating the bridge over the Mississippi River on marked trunk highway #23 in St. Cloud as Granite City crossing; requiring funded bridge projects to include bicycle and pedestrian accommodations under certain conditions, requiring pedestrian facilities to be compliant with ADA, specifying commissioner of transportation (DOT) report inclusion requirement; removing the expiration date for the appointment of a corporate deputy registrar and commissioner of public safety duty to appoint a replacement; authorizing the use of credit or debit cards for motor vehicle registration renewal and transaction fees, allowing the collection of a surcharge; removing an income qualification from ability to retrieve contents from impounded motor vehicles and retrieve impounded motor vehicles without charge; defining mini truck; expanding the conditions for towing illegally parked motor vehicles; authorizing counties, cities and towns to issue special permits for mini trucks to be able to be driven on political subdivisions roads; identifying required equipment for mini trucks operated under the special permit, including headlamps and taillights, turn signals, rear view mirrors, a windshield, seatbelts and a parking break; prohibiting motor vehicle gridlock (stop or block) traffic in intersections, requiring automobile drivers to refrain from entering intersections until completely able to pass through the intersection without impeding or blocking cross traffic, prescribing a penalty; allowing state wide (regional) use of freeway (expressway and highway) shoulders by transit and metro mobility buses; prohibiting driver feedback and safety-monitoring equipment mounted immediately behind slightly above or slightly below the review mirror; exempting certain cargo tank vehicles carrying propane and dyed fuel oil from weight restrictions on certain seasonally weight-restricted roads; expanding the driving while intoxicated (DWI), (DUI), motor vehicle ignition interlock device pilot program statewide and extending the duration, applying pilot project components to impaired DWI drivers; modifying the goals of the department of transportation (DOT); establishing the Minnesota Council on Transportation Access to study, evaluate, oversee and make recommendations to improve public transportation services, specifying council duties, membership, required reports and expiration; requiring a study and analysis of the demographic, socioeconomic, and travel trends on transportation system needs, air pollution and revenues; modifying a provision nullifying a certain abandonment of town roads by towns; requiring commissioner of transportation (DOT) to annually authorize New Prague to close route #100, (trunk highway #19) from the intersection with route #13 (trunk highways #13 and #21) to 10th Avenue in New Prague for the annual Dozinky festival, limiting closure to one weekend per year, requiring reasonable traffic flow requirements; requiring commissioner of public safety to appoint a municipal deputy registrar of motor vehicles for the city of Farmington; requiring commissioner to complete certain environmental impact statements (EIS) for highway #14 and requiring a monthly report; requiring DOT to work in cooperation with the state of Wisconsin to apply for federal funding for a Minnesota to Chicago high-speed passenger rail line connecting Chicago, La Crosse and the Twin Cities; repealing provisions establishing the state hazardous materials and hazardous waste registration programs and to towing
