Appropriating money to Minnesota Management and Budget (finance) commissioner to cover costs incurred by other state agencies and financial partners working in cooperation with commissioner to comply with the American Reinvestment and Recovery Act of 2009 (ARRA) transparency requirements and to provide for federal stimulus money reporting and oversight; requiring the state to reduce the Hennepin county monthly contribution to the nonfederal share of medical assistance costs to meet federal requirements under the American Reinvestment and Recovery Act of 2009 (ARRA); requiring commissioner of human services to increase capitation payments made to the metropolitan health plan; providing for county share of chemical dependency costs of medical assistance (MA) costs under the American Recovery and Reinvestment Act of 2009 (ARRA) compliance; providing for the eligibility of independent school district #317, Deer River for sparsity revenue; modifying certain prior appropriations to the Minnesota State Colleges and Universities (MnSCU); modifying the use of federal stimulus funds to buy down the tuition increase for MnScu; eliminating the appropriation for the Cook county higher education board; modifying the limitation of tuition increases to the University of Minnesota
