1.1A bill for an act 1.2relating to poverty; creating a pilot project; requiring poverty impact statements. 1.3BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.4    Section 1. new text begin POVERTY IMPACT STATEMENT PILOT PROJECT. new text end 1.5     new text begin Subdivision 1. new text end new text begin Poverty impact statement. new text end new text begin To the extent of available resources, new text end 1.6 new text begin at the request of any house of representatives or senate committee chair or ranking new text end 1.7 new text begin minority member, the state demographer in cooperation with the commissioner of the state new text end 1.8 new text begin department having jurisdiction over the subject matter of the bill shall prepare a poverty new text end 1.9 new text begin impact statement on the bill if it appears as though its enactment could have a significant new text end 1.10 new text begin impact on the economic well-being of low-income Minnesotans. A significant impact is new text end 1.11 new text begin one that reduces or increases the number of Minnesotans in poverty by at least one-tenth new text end 1.12 new text begin of one percent of the population of Minnesota as measured by a National Academy of new text end 1.13 new text begin Sciences modernized poverty measure selected by the state demographer. A poverty new text end 1.14 new text begin impact statement shall include an estimate on the change in the number of Minnesotans in new text end 1.15 new text begin poverty using the National Academy of Sciences measure, information about the source new text end 1.16 new text begin of its data, a brief description of the analysis of that data, and any references to research new text end 1.17 new text begin that supports the method of analysis. Any funds received are new text end 1.21 new text begin appropriated to the commissioner of administration for the purposes of subdivision 1.
