A significant impact is new text end 1.11new text begin one that reduces or increases the number of Minnesotans in poverty by at least one-tenth new text end 1.12new text begin of one percent of the population of Minnesota as measured by a National Academy of new text end 1.13new text begin Sciences modernized poverty measure selected by the state demographer.
