1.1A bill for an act 1.2relating to economic development; requiring accountability measures and 1.3reports as a condition for receiving state funds;proposing coding for new law 1.4in Minnesota Statutes, chapter 116J. 1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.6    Section 1. new text begin [116J.997] PROGRAM ACCOUNTABILITY REQUIREMENTS.new text end 1.7    new text begin Subdivision 1.new text end new text begin Accountability measurement.new text end new text begin By October 1, 2009, the new text end 1.8new text begin commissioner of employment and economic development shall develop a uniform new text end 1.9new text begin accountability report for economic development or workforce related programs funded in new text end 1.10new text begin whole or in part by state or federal funds. The commissioner shall also develop a formula new text end 1.11new text begin for measuring the return on investment for each program and a comparison of the return new text end 1.12new text begin on investment of all programs funded in whole or in part by state or federal funds. The new text end 1.13new text begin requirements of this section apply to programs administered directly by the commissioner new text end 1.14new text begin or administered by other organizations under a grant made by the department. The report new text end 1.15new text begin and formula required by this subdivision shall be submitted to the chairs of the committees new text end 1.16new text begin of the house of representatives and senate having jurisdiction over economic development new text end 1.17new text begin and workforce policy and finance by October 15, 2009, for review and comment.new text end 1.18    new text begin Subd. 2.new text end new text begin Report to the legislature.new text end new text begin By December 31 of each even-numbered year new text end 1.19new text begin the commissioner must report to the committees of the house of representatives and the new text end 1.20new text begin senate having jurisdiction over economic development and workforce policy and finance new text end 1.21new text begin the following information for each program subject to the requirements of subdivision 1:new text end 1.22new text begin (1) the target population;new text end 1.23new text begin (2) the number of jobs affected by the program, including the number of net new new text end 1.24new text begin jobs created in the state and the average annual wage per job;new text end 2.1new text begin (3) the number of individuals leaving the unemployment compensation program as new text end 2.2new text begin a result of the program;new text end 2.3new text begin (4) the number of individuals leaving the Minnesota Family Investment Program new text end 2.4new text begin support as a result of the program;new text end 2.5new text begin (5) the region of the state in which the program operated;new text end 2.6new text begin (6) the amount of state or federal funds allocated to the program; and new text end 2.7new text begin (7) the return on investment as calculated by the formula developed by the new text end 2.8new text begin commissioner.new text end 2.9    new text begin Subd. 3.new text end new text begin Report to the commissioner.new text end new text begin Before receiving additional state funds, a new text end 2.10new text begin recipient of a grant made by or through the department must report to the commissioner new text end 2.11new text begin by September 1 of each even-numbered year on each of the items in subdivision 2 for each new text end 2.12new text begin program it administers. The report must be in a format prescribed by the commissioner.new text end 2.13new text begin Beginning November 1, 2009, the commissioner shall provide notice to grant new text end 2.14new text begin applicants and recipients regarding the data collection and reporting requirements under new text end 2.15new text begin this subdivision and must provide technical assistance to applicants and recipients to assist new text end 2.16new text begin in complying with the requirements of this subdivision.new text end 2.17    new text begin Subd. 4.new text end new text begin Biennial budget request.new text end new text begin The information collected and reported under new text end 2.18new text begin subdivisions 2 and 3 shall be included in budgets submitted to the legislature under new text end 2.19new text begin section 16A.11.new text end 2.20new text begin EFFECTIVE DATE.new text end new text begin This section is effective the day following final enactment.new text end
