Modifying Minnesota family investment program (MFIP) child care assistance provisions; expanding certain child care assistance application form requirements; modifying certain quarterly installment payment requirements, requiring commissioner of human services to make monthly payments on a reimbursement basis for certain expenditures reported outside the electronic system used to administer child care assistance; modifying general eligibility requirements for all applicants for child care; modifying certain sliding fee scale requirements, specifying certain parent fee changes implementation requirements; modifying and clarifying provider payments requirements; requiring commissioner to make monthly payments to counties for MFIP child care program administrative expenses; modifying certain school readiness services agreements (SRSA) provider eligibility requirements for families
