ARTICLE 7 - ECONOMIC DEVELOPMENT

Appropriating money for contamination cleanup grants; exempting certain duties of the job skills partnership board; modifying certain board of barber examiners and board of cosmetology examiners licensing provisions, imposing fees; authorizing an increase in permit surcharges in the department of labor and industry; modifying the production jobs program reimbursement provision

ARTICLE 9 - MINERALS

Increasing the amount available from the interest and investment earnings on taconite funds for wage subsidies for certain small businesses; extending the iron range resources and rehabilitation early separation incentive program; providing 2010 distributions of taconite fund to cities and townships for certain pubic works projects

ARTICLE 10 - TRANSPORTATION

Reducing certain appropriations to the department of transportation (DOT) and the metropolitan council; providing certain supplemental appropriations to DOT for state road construction and the federal emergency relief account; establishing the trunk highway emergency relief account in the trunk highway fund; repealing certain provisions requiring registration with DOT for transporting certain hazardous materials and waste in interstate or intrastate transportation

ARTICLE 11 - PUBLIC SAFETY

Providing certain appropriations and reductions to the department of public safety; reducing certain appropriations to the supreme court, court of appeals, trial courts, tax court, uniform laws commission, board on judicial standards, board of public defense, the private detective board, the department of human rights, the department of corrections and the sentencing guidelines commission; authorizing restoration and providing certain fire safety account transfers; modifying battered women program grant application requirements; extending the renewal period for police pursuit training; authorizing county boards to require sentencing to service fees to service participants; modifying a certain prior appropriation for the peace officer standards and training (POST) board; modifying restrictions of a prior public safety appropriation relating correctional institutions; specifying certain delays in proposed sentencing guidelines changes

ARTICLE 12 - STATE GOVERNMENT

Reducing certain appropriations to the legislature, the governor and lieutenant governor, the state auditor, the attorney general, the secretary of state, the campaign finance and public disclosure board, the investment board, the office of enterprise technology, the office of administrative hearings, the department of administration, the capitol area architectural and planning (CAAP) board, the department of management and budget, the racing commission, the amateur sports commission, the council on Black Minnesotans, the council on Chicano/Latino affairs, the council on Asian-Pacific Minnesotans, the Indian affairs council and certain general contingent accounts; providing for certain fund transfers and cancellations; providing an appropriation to the department of revenue for additional activities for identifying and collecting tax liabilities; requiring report to the legislature; modifying certain provisions relating to governor elect expenses, the technology lease-purchase agreement, the state recycling center, the resource recovery program, tax return preparers, trust administrator account maintenance, additional operating budget reductions requirements and Help America Vote Act (HAVA) account requirements
