Establishing and providing for community-based violence prevention programs for at-risk youth; requiring collaboration with local schools, law enforcement agencies and community groups to provide a comprehensive approach to reducing youth violence by addressing the needs of at-risk youth; specifying application requirements; specifying certain prevention and intervention program coordination requirements of commissioners of health, public safety, human services and education relating to identifying five community-based programs serving the cities of Minneapolis and St. Paul and three outstate communities; specifying certain duties of commissioner of health relating to technical support and monitoring the progress of the programs
