Relating to transportation

ARTICLE 1- TRANSPORTATION APPROPRIATIONS

Providing a summary of appropriations; appropriating money to commissioner of transportation (DOT) for multimodal systems, airport development and assistance, aviation support and services, transit, commuter and passenger rail, freight, state roads for infrastructure investment support, state road construction, highway debt service, electronic communications, county and municipal state aids, general support and services, for certain transfers with approval of commissioner of finance, for the use of state road construction appropriations and for the transfer of funds for certain contingent appropriations, appropriations carryforward, use of trunk highway fund the disadvantaged business enterprise program, to the metropolitan council for bus transit and rail operations, to commissioner of public safety for certain administration and related services, for the office of communications, public safety support services, for payment of public safety officer survivor benefits, soft body armor, for transfer to the trunk highway fund, for technical support services, to the state patrol for patrolling highways, commercial vehicle enforcement and capitol security, for drivers and vehicles services and for traffic and pipeline safety, for general contingent accounts and for tort claims; prohibiting trunk highway fund use for gubernatorial office personnel costs payment; increasing a prior transit appropriation; reducing a prior appropriation for bridge collapse; authorizing the metropolitan council to transfer a certain amount of funds from the tax base revitalization account, the livable communities demonstration account and the metropolitan livable communities fund account and a certain percentage of the right-of-way acquisition loan fund to the transit operating budget account to cover operating deficits

ARTICLE 2 - TRUNK HIGHWAY BONDS

Appropriating money and authorizing the issuance of state bonds to commissioner of transportation (DOT) for construction of interchanges involving a trunk highway and providing a local match to federal grants for trunk highway projects

ARTICLE 3 - TRANSPORTATION FINANCE AND POLICY

Providing for the restoration of the state airports fund under certain conditions; designating an individual to serve as a business liaison between the road or transit authority and affected businesses; specifying business liaison duties; prohibiting department of transportation (DOT) trunk highway fund expenditure for gubernatorial office personnel costs; increasing the municipal state-aid street fund set aside amount for DOT administrative costs; providing for the establishment of the Stillwater lift bridge endowment account for operations and routine maintenance of the lift bridge, providing for funding sources, requiring an annual appropriation to commissioner of transportation (DOT), providing for demolition under certain conditions, requiring audits by the legislative auditor and legislative reports; requiring motor vehicle service fees for leased vehicles, physically disabled persons plates, collector plates, replacement plates and intercity bus registration special plates to be credited to department of public safety vehicle services operating account; requiring commercial drivers license records to reflect violations committed in commercial motor vehicles; requiring commissioner of transportation (DOT) to include in the transit service needs implementation plan a provision to provide public transit service without charge for disabled veterans; authorizing grants to political subdivisions for replacement or rehabilitation of a fracture-critical bridge, specifying certain eligibility requirements; prescribing and assigning passenger rail responsibilities and duties to commissioner of transportation (DOT), allowing application for federal, state, local, regional and private funding, specifying exercise of powers and funding; modifying the allocation of motor vehicle sales tax (MVST) revenue in fiscal years 2010 and 2011 to accelerate the phase-in of the transit portion of MVST funds from the general fund to transportation purposes; requiring the metropolitan council to provide free public regular route transit for disabled veterans; expanding a prior appropriation use to include rail park and ride lots; requiring the metropolitan council to develop a report on land use and planning to reduce air pollution, reduce congestion and lower infrastructure maintenance costs; requiring a passenger rail report to the legislature; requiring the metropolitan council to ensure that bid specifications for bus purchases conform to products manufactured in the state; requiring commissioner to ensure that economic impact on communities is considered in site selection for a new Mississippi River crossing near St. Cloud; requiring the metropolitan council to convey the Apple Valley transit station and real property located in Dakota county to the Minnesota Valley transit authority for carrying out the governmental program and public purposes of the transit station; creating a pilot program requiring the metropolitan council to sell transit passes at a 50 percent discount to nonprofit charitable organizations, for use by homeless individuals; creating a council for selection of local design-build highway projects under a pilot program; specifying provisions of the pilot program and the process for design-build firm selection by a road authority
