ARTICLE 1 - PREDATORY OFFENDERS AND SEX OFFENSES

Including registered housing with services establishments in the definition of health care facility for registration of predatory offenders; modifying certain intensive supervised release term requirements; redefining residential facility for community notification purposes; requiring the department of corrections to prepare predatory offender training materials for persons caring for children and vulnerable adults; redefining sexual contact for criminal sexual conduct in the second and fourth degrees purposes; expanding the crime of internet or computer solicitation to include certain electronic technologies

ARTICLE 2 - CRIME VICTIMS

Clarifying notification requirements under crime victim rights law to include victims of criminal sexual conduct to receive information regarding orders for protection and restraining orders; permitting all judicial districts to create domestic fatality review teams, defining domestic violence death, prescribing team membership, duties, data privacy, immunity and reporting; expanding the time frame for which a law enforcement officer (peace or police officer) can arrest a person for domestic abuse without a warrant

ARTICLE 3 - COURTS

Setting a state policy to identify and eliminate racial, ethnic and gender fairness barriers in the justice system; allowing the fourth judicial district (Hennepin county) to determine court misdemeanor violations bureaus locations; expanding the authority to appoint a referee in conciliation court; authorizing and providing for cities to establish license reinstatement diversion pilot programs for holders of class D drivers licenses charged with driving after license suspension or revocation and not yet entering a plea, specifying eligibility conditions for diversion program and Duluth, St. Paul, South St. Paul, West St. Paul and Inver Grove Heights as eligible to establish diversion pilot programs within each city; allowing contracts with third parties, requiring report to the legislature, sunset provision; repealing a Hennepin county provision regarding Bloomington court relocation

ARTICLE 4 - CORRECTIONS

Clarifying authority of apprehension and detention orders outside county issuing order; modifying collection requirements for surcharges on criminal and traffic offenders; clarifying authority of peace officers and probation officers apprehension and detention orders outside a community corrections agency (CCA) county issuing the order; requiring entitlement of accumulated vacation and sick leave for correctional officers subject to a merger of local correctional facilities; authorizing arrest of a person who escapes from custody on an allegation or adjudication of a delinquent act; requiring a study and a report to the legislature on evidence-based practices in probation by the Minnesota information and supervision services committee's evidence-based practices team; repealing certain provisions relating to detention by state correctional investigator
or by peace officer or probation officer from other county and certain reports relating to out-of-state juvenile placement

ARTICLE 5 - PUBLIC SAFETY

Authorizing the director of homeland security and emergency management to deploy specialized emergency response teams to supplement resources responding to catastrophe; specifying a retention time period for methamphetamine precursor drug logs maintained by retailers and requiring logs to be open to law enforcement inspection; requiring the board of pharmacy to report all controlled substance schedule changes the board recommends to the legislature; permitting the mounting or locating of global positioning systems (GPS) near the bottom of motor vehicle windshields; limiting admission of criminal history evidence in actions against private employers; expanding the authority of the Minnesota racing commission to issue certain horse racing occupational licenses under certain conditions; including certain factors that are not elements of the crime of conviction when determining aggravated sentencing departures by a court, defining aggravated factors; changing the financial crimes oversight council to an advisory board, modifying membership requirements and expanding duties of commissioner of public safety; prohibiting retail sales of toys recalled by an agency of the federal government or by the manufacturer for safety reasons, providing for enforcement; prohibiting public employers consideration of the criminal record or history of a job applicant during the public employment hiring process, exception; designating the statewide radio board as Minnesota's state interoperability executive committee, specifying duties, modifying the statewide shared radio and communication system project plan by requiring an interoperability committee to make recommendations; allowing employees of merged local public safety organizations to be credited with accumulated sick and vacation time; expanding the trespass crime to prohibit entry into areas cordoned off by peace officers; clarifying peace officer standards and training board (POST) duties, requiring the board to adopt rules regarding postsecondary professional peace officer school certification, continuing education and educational learning objectives; prescribing misdemeanor and gross misdemeanor penalties for peace officers knowingly permitting non-officer persons to impersonate or make false presentations as peace officers; clarifying the statute of limitations for criminal sexual conduct involving a child victim; providing a financial crimes task force transition; requiring a board of pharmacy report to the legislature identifying differences of controlled substance schedules in laws; requiring consideration by the legislature to appoint a working group for impaired driving offenders laws and policies review; authorizing commissioner of administration, board of Minnesota state colleges and universities, regents of University of Minnesota, and statutory and home rule cities to adopt policies addressing the goal of improving employment for local residents or former criminal offenders; repealing the statewide radio board advisory groups

ARTICLE 6 - BCA INFORMATION SERVICE DIVISION MODIFICATIONS

Modifying criminal justice information systems (CJIS) provisions relating to organizational changes in the bureau of criminal apprehension (BCA); repealing certain obsolete language
