Relating to natural resources

ARTICLE 1 - GAME AND FISH POLICY

Permitting commissioner of agriculture to determine aquatic farm
(aquaculture) and private fish hatcheries fees without regard to administrative rulemaking; authorizing commissioner of natural resources (DNR) to open or close bodies of water or portions for night bow fishing and specifying emergency conditions; providing for the classification of electronic licensing system data procured by department of natural resources (DNR) for the purpose of obtaining a noncommercial game and fish license, cross-country ski pass, horse trail pass, or snowmobile trail sticker for registering a motor vehicle or any other electronic licensing transaction as private data on individuals; providing for access to data under certain conditions; changing conditions and time restriction for department of natural resources (DNR) off-highway motorcycle, off-road vehicle, snowmobile, all-terrain vehicle (ATV) and watercraft (boat) registration refunds; requiring summaries of fish and game laws delivery to license vendors; modifying waterfowl feeding and resting areas restrictions; exempting certain wildlife management areas from local ordinances and limiting unit use and management; allowing portable bear stands to be left overnight in wildlife management areas under certain conditions; modifying replacement licenses provisions; modifying resident age for the take a kid fishing weekends; providing free licenses to net ciscoes and whitefish for personal consumption to a resident under the age of 16; authorizing residents over the age of 90 to fish without a license; requiring commissioner of natural resources (DNR) to issue without fee an either-sex deer permit to residents with certain federal active military service (armed forces veterans); eliminating the multizone and all season licenses for deer; including shelters under fish and dark houses regulations; providing for additional fee for private fish hatcheries; modifying provisions relating to the transporting of wild animals; modifying provisions relating to possession of crossbows; modifying the exception for disabled persons; allowing bows and guns to be transported uncased, exceptions allowed for certain cities and school property; time hunting permits for persons with disabilities meeting certain qualifications; authorizing commissioner to issue lifetime hunting permits for persons with disabilities meeting certain qualifications; modifying provisions relating to possession of night vision (goggle) equipment; allowing hunting from stationary motor vehicles for physically disabled; modifying the definition of deer bait or feed by removing bird feeder grains and nuts from the bait or feed definition exclusion under a baiting prohibition provision; allowing persons to use a drum to bait bear on private land; prohibiting coyote taking and possession; modifying duck decoy restrictions; modifying restriction on using light in the field with guns; modifying fishing contest requirements, requiring a boat count in place of person count, limiting contests without permits to rough fish and limiting total prize value for contests with and without permits from commissioner of natural resources (DNR), removing authorization for fee waiver, requiring commissioner to develop best practices management to ensure proper handling and release, to develop an online web based fishing contest permit application process and to allow for live release weigh-ins at public accesses; prohibiting the returning of rough fish taken by netting back into water; authorizing nonresidents to take fish by spearing from a dark house; prohibiting commissioner of natural resources (DNR) from limiting the size of northern pike allowed to be taken by spear; modifying Boundary Waters Canoe Area fishing dates; requiring commissioner of natural resources (DNR) to establish an elk management plan; requiring DNR commissioner to adopt or amend rules establishing minimum muskellunge and muskellunge-northernpike hybrid size restrictions on certain listed waters; appropriating money for Let's Go Fishing; repealing transportation of wild animals by common carrier and muskellunge size limits and residents under age 16 small game provisions

ARTICLE 2 - STATE LAND ADMINISTRATION

Providing for certain private sales to resolve trespass issues affecting the
ownership interests of the state and adjacent landowners and specifying certain duties of commissioner of natural resources (DNR); authorizing commissioner to acquire perpetual conservation buffer easements from willing sellers on behalf of state and federal government consistent with Camp Ripley army compatible use buffer project; modifying certain land leases and use requirements for timber sales on tax-forfeited lands; authorizing commissioner to lease lands for the Iron Range off-highway vehicle recreation areas; modifying certain previous sale authorizations and land descriptions from the Lake Shetek state park in Murray county and the Moose Lake state park in Carlton county; adding certain areas to the Fort Snelling state park in Ramsey, Hennepin and Dakota counties and the Mille Lacs Kathio state park in Mille Lacs county and deleting certain areas from the Lake Bemidji state park in Beltrami county and the Great River Bluffs state park in Winona county; requiring commissioner to remove certain land within the Rum River Wild and Scenic River Area in Mille Lacs county from the Minnesota wild and scenic rivers program; requiring commissioner to enter into a lease with the Mountain Iron economic development authority for installation of up to a certain number of wind turbines and access roads; requiring the commissioner to work with commissioner of veterans affairs to locate sites throughout the state appropriate for a new veterans cemetery; requiring commissioner to grant easements across state land to private landowners on Bass Bay on Lake Vermilion to access Mud Creek road (county highway #408)

ARTICLE 3 - LAND SALES

Authorizing public and private sales of surplus state lands; authorizing and
providing for the private sale of certain surplus state land bordering public
water in Cass, Washington, Hennepin and Todd counties, for the private sale of surplus state land in Anoka, Clearwater, Fillmore, Hennepin, Murray, St. Louis, Sherburne and Washington counties and for the public sale of certain surplus state land bordering public water in Aitkin, Anoka, Beltrami, Cass, Crow Wing, Hubbard, Itasca, Kittson, St. Louis and Sherburne counties; providing for the city of Eagan authority to exchange land in Dakota county; providing for the conveyance of tax-forfeited land bordering public water in Red Lake county; providing for the apportionment of proceeds from tax-forfeited lands in Itasca county sold to Minnesota Steel Industries; authorizing and providing for the public sale of certain tax-forfeited land bordering public water in Kittson county, for the public or private sales of tax-forfeited lands bordering public water in St. Louis county and for the conveyance of certain tax-forfeited land bordering public waters in Red Lake county

ARTICLE 4 - FOREST AND TIMBER MANAGEMENT

Requiring commissioner of natural resources (DNR) to increase timber sales based on appraised value only; authorizing commissioner to enter into a forest management lease pilot project, specifying an acreage limitation, clarifying commissioner authority
