1.1A bill for an act 1.2relating to human services; establishing a self-advocacy program for persons with 1.3developmental disabilities; transferring money appropriated to the commissioner 1.4of administration;amending Minnesota Statutes 2008, section 256B.092, by 1.5adding a subdivision. 1.6BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.7    Section 1. Minnesota Statutes 2008, section 256B.092, is amended by adding a 1.8subdivision to read: 1.9     new text begin Subd. 11. new text end new text begin Self-advocacy activities. new text end new text begin Within the limits of appropriations specifically new text end 1.10 new text begin for this purpose, Advocating Change Together, in cooperation with the network of new text end 1.11 new text begin self-advocacy groups called Self-Advocates Minnesota, shall conduct self-advocacy new text end 1.12 new text begin activities for persons with developmental disabilities. These activities shall include, but not new text end 1.13 new text begin be limited to, training on individual rights, decision making, self determination, prevention new text end 1.14 new text begin of abuse, and participation in quality assurance monitoring. The commissioner shall new text end 1.15 new text begin seek to obtain federal financial participation for eligible activity by Advocating Change new text end 1.16 new text begin Together and Self-Advocates Minnesota. These organizations shall maintain and transmit new text end 1.17 new text begin to the commissioner documentation that is necessary in order to obtain federal funds. new text end 1.18    Sec. 2. new text begin TRANSFER; APPROPRIATION. new text end 1.19 new text begin Any general fund appropriation to the commissioner of administration for a grant to new text end 1.20 new text begin Advocating Change Together for the purposes of Minnesota Statutes, section 256B.092, new text end 1.21 new text begin subdivision 11, for the biennium beginning July 1, 2009, is transferred to the commissioner new text end 1.22 new text begin of human services and becomes part of base level funding for the commissioner of human new text end 1.23 new text begin services for the biennium beginning July 1, 2011. new text end
