3E Establishing a paint stewardship pilot program to allow paint manufacturers to develop and implement a program to collect, transport and process postconsumer (used) paint to reduce the costs and environmental impacts of the disposal of postconsumer paint in the state; defining certain terms; requiring manufacturers of architectural paint sold at retail in the state, through a representative organization to implement a pilot stewardship program by a certain date to undertake responsibility for the development and implementation of strategies to reduce the generation, promote the reuse and collect, transport and process the end of life management of postconsumer paint; requiring the development of a consumer based cost recovery system; imposing a uniform consumer paint stewardship assessment; specifying certain plan content requirements; providing for authorized conduct; requiring a report to the legislature by a certain date; sunset provision
