ARTICLE 1 - PREGNANT WOMEN AND PARENT SUPPORT

"Minnesota Pregnant Women and Parent Support Act"; prohibiting health plan imposition of policy waiting periods for prenatal and maternity health insurance benefits, defining policy waiting period; eliminating pregnancy as a preexisting condition; establishing a parenting support grant program under the direction of the office of higher education for public or private postsecondary institutions, specifying certain duties of the office; establishing an informational hotline on available pregnancy, adoption and parental support agencies; requiring information on alpha-fetoprotein testing for pregnant women when providing counseling under certain conditions; requiring adoption referral information to be provided by an organization, agency, clinic or health care center receiving state funding; requiring maternity group homes receiving federal funding to provide adoption and parenting skills counseling to residents; establishing an adoption tax credit, limitations

ARTICLE 2 - APPROPRIATIONS

Appropriating money to the commissioner of health to establish and operate the toll-free telephone number, to the commissioner of public safety for crime victim assistance grants for battered women shelters and to the office of higher education for child care and parenting support grants
