Relating to insurance; creating the Minnesota comprehensive health plan; requiring all health carriers and employers to offer the basic health plan; providing for covered services, coinsurance, maximum deductible, out of pocket maximum, lifetime maximum benefit, guaranteed issue, premiums and MCHA and premium tax, risk adjustment and penalties; requiring the commissioners of human services, commerce and health to prepare a report for implementing health care reforms for submission to the legislature by a certain date; phasing in the state public health programs into the basic health plan; creating a purchasing pool; requiring the commissioner of human services to seek federal waivers
