SF 3517 Senate Long Description

Relating to solid waste; requiring the department of administration to require state building construction and demolition contracts to divert a certain percentage of waste from landfill deposit and require a certain percentage to be recycled; removing source separated compostable materials from mixed municipal solid waste inclusion and requiring composting or transfer to a composting facility; defining reuse and including food products in the definition; providing a product stewardship standard for resource conservation, public health protection, waste prevention and toxicity reduction purposes and requiring pollution control agency (PCA) commissioner recommendations and requiring a periodic PCA solid waste characterization study; requiring certain incinerator resource recovery facilities to recover ferrous (iron) and nonferrous metals for reuse after a certain date; prescribing metropolitan area contractor construction and demolition waste recycling requirements; modifying waste collection fee charges by prohibiting certain lesser charges; requiring a volume base unit size determination for average commercial generators; requiring plastic bags in compost facilities to be of a certain standard after a certain date; allowing public utilities to spend up to a certain percentage of the required conservation improvement expenditures on project reducing greenhouse gases and specifying qualifying conditions; exempting construction and demolition waste processing equipment from the sales tax; changing the solid waste management tax and the nonmixed municipal solid waste tax; requiring telephone directory distributors to inform recipients of option of directory distribution removal; requiring a model ordinance for contractors to process and recycle construction and demolition waste; establishing the recycling and composting 2020 task force and prescribing membership; appropriating money from the environmental fund to the commissioner of the PCA for market development for construction and demolition waste materials; repealing waste management provisions relating to siting and facility development authority and limitations, legislative finds and purposes, non exclusive procedure, voluntary contracts with counties, selection of developer of stabilization and containment facility and request for proposals, report on facility development, evaluation and selection of sites and permits, public participation in ownership and management of facility, site evaluation, stabilization and containment facilities and estimate of need and analysis of economic feasibility, final decision, judicial review, indemnification for certain damages arising from stabilization and containment facility, government decision and timelines, solid waste reduction, packaging in waste reduction and recycling
