Revising requirements and procedures for county based purchasing for state health care programs including general assistance medical care, medical assistance (MA) prepayment program and other prepaid health care programs in counties administered by the commissioner of human services; modifying dispute mediation panel membership requirements; specifying certain duties of the commissioner relating to contractual disputes; expanding the authority of county boards to elect to purchase or provide health care services on behalf of persons eligible for MinnesotaCare and other prepaid health care programs; clarifying certain duties of the commissioner of health relating to county based purchasing for state health care programs; modifying and expanding single plan management care contract requirements to include any county establishing the county based purchasing entity under certain conditions; purchasing arrangements for certain service areas under certain conditions; requiring certain conforming statutory changes by the revisor of statutes; repealing a certain provision relating to county based purchasing report requirements to the legislature
