2E Relating to workers compensation; adopting recommendations of the workers compensation advisory council; expanding the definition of employee to include personal care assistants and Minnesota responds medical reserve corps volunteers, defining the independent contractors exclusion to include migrant workers; increasing temporary total disability payments and time limitations and the rehabilitation services maximum hourly rate and retraining time limitations; denying compensation for complementary and alternative health care provider services and items; modifying the relative value fee schedule and requiring periodic relative value tables updating; limiting employer liability for out of state provider treatment and items; clarifying the qualified employer definition; exempting the commissioner of labor and industry from state procurement regulation for medical treatment or items purchased for employees; modifying conditions and requirements for payments made by insurance guaranty association due to insolvency and requiring certain notifications; clarifying death and injury reporting requirements; requiring the commissioner to determine the most efficient manner of audit; permitting workers compensation identification number substitution for social security number; allowing agency electronic filings; specifying instructions to the revisor of statutes; repealing the workers compensation certification for federal tax credit and certain expenses and rulemaking requirements
