Relating to human services

ARTICLE 1 - MFIP WORK PARTICIPATION

Prohibiting MFIP recipients from using MFIP monthly cash assistance payments issued in the form of electronic benefits transfer (EBT) to purchase tobacco products, lottery tickets or alcoholic beverages; requiring participants to develop and comply with an employment plan or a family stabilization services plan in order to maintain eligibility for any of the hardship extension categories; prohibiting unpaid work experience to include work on a partisan campaign; defining work activity to exclude partisan activities related to distributing and collecting voter registration cards; prohibiting a county or tribe from imposing residency requirements on families; modifying the allocation of performance base funds

ARTICLE 2 - CHILD CARE

Modifying the basic sliding fee child care program formula; restricting absent day payment limits in certain situations; clarifying licensed and legal nonlicensed family child care providers employees child care assistance subsidies eligibility; requiring the commissioner of human services to establish a child care advisory task force, specifying membership and duties; requiring a report to the legislature by a certain date; providing for task force expenses; sunset provision

ARTICLE 3 - CHILD CARE TECHNICAL

Making technical changes to child care provisions; eliminating certain commissioner of human services notification provisions; modifying the sliding fee schedule; requiring a background study on the households of nonlicensed family child care providers; expanding restrictions on authorization of legal nonlicensed child care providers; modifying the implementation date of provider rate changes; modifying absent day notification provisions for provider and family; permitting legal nonlicensed or family, friend and neighbor care providers to receive child care and family child care technical assistance grants; requiring the commissioner of human services to provide financial assistance to community action agencies; removing the commissioner of education from certain duties; specifying instructions to the revisor of statutes

ARTICLE 4 - MFIP TECHNICAL CHANGES

Making certain technical modifications to MFIP provisions; modifying the transitional standard; eliminating the self-employment investment demonstration program (SEID) from the definition of work activity; modifying certain family violence waiver criteria provisions

ARTICLE 5 - MISCELLANEOUS TECHNICAL

Modifying the definition of eligible educational institution; repealing the provision relating to the supportive housing and managed care pilot project
