1E Relating to gambling; modifying the definitions of gambling equipment and promotional ticket; modifying lawful gambling expenditure restrictions; authorizing the gambling control board to impose civil penalties for organizations exceeding certain expense limitations; authorizing organizations authorized to conduct bingo to loan bingo hard cards and other devices to another organization authorized to conduct bingo; authorizing the board to summarily suspend the license of a gambling manager failing to receive required training; modifying requirements for the training of gambling managers; authorizing the use of electronic bingo devices for a linked bingo game; making certain technical changes; prohibiting the board from imposing an annual limit of the value of raffle prizes awarded by licensed organizations, limit; requiring the board to convene a public advisory committee to review operational and regulatory procedures, accounting functions, tax structure and recent trends in lawful purpose contributions and allowable expenses and report to the legislature by a certain date
