Establishing a biomedical science research facilities funding program for the university of Minnesota to further investments in the state to benefit the economy, advance the biomedical technology industry, benefit human health, and facilitate collaboration between the university of Minnesota and other private and public institutions; authorizing the commissioner of finance to provide appropriations to the board of regents of the university of Minnesota for a percentage of project costs; specifying certain project requirements; specifying certain conditions for payment to the university including certifications and payment requirements; defining terms; specifying certain board of regents reinvestment requirements
