Creating the department of energy and specifying the authority and duties of the commissioner; transferring certain duties of commissioner of commerce to commissioner of energy relating to renewable energy production incentives, guaranteed savings contracts for school districts, the energy issues intervention office, working jointly with the public utilities commission (PUC), the conservation improvement program, energy conservation and renewable energy development and the energy assistance program; specifying certain renumbering and certain phrase change instructions to the revisor of statutes
