3E Relating to higher education; providing for the disclosure of certain higher education data relating to crimes of violence, certain sexual offenses and the use or possession of alcohol or drugs at postsecondary institutions, requiring a signed student information release; allowing educational data sharing between the department of education and the office of higher education as authorized by the code of federal regulations for the purpose of analyzing and improving school district instruction; modifying the definition of resident student for purposes of determining eligibility for state financial aid for higher education to include a spouse or dependent of a resident veteran; removing the expiration date on a office of higher education surplus appropriation grant for living and miscellaneous expense allowance increase; modifying Indian scholarship provisions relating to student eligibility, scholarship use, costs of attendance and award amounts; clarifying the ACHIEVE scholarship program purpose, allowing the program to request additional student documentation, modifying student eligibility requirements, application deadline and scholarship disbursement; clarifying administrative funding for the teacher education and compensation helps (TEACH) program grants for nonprofit organizations; specifying nondegree program requirements; limiting use of the terms academy and institute to degree granting schools; permitting conditional approval for degrees or names for new schools; prohibiting certain school advertising or representation; clarifying school fees for programs degree and nondegree programs; modifying membership of the board of trustees of the Minnesota state colleges and universities (MnSCU) and the advisory council recommendations; requiring the Minnesota AFL-CIO to recruit and screen labor candidates for MnSCU board of trustees appointment; requiring the MnSCU board of trustees to report annually to the legislature on the current policy setting the maximum number of semester credits required for a baccalaureate and an associate of arts degree and identify requests for waivers and granted requests for waiver; requiring surety bonds from certain schools with a private career school license; modifying health professional education loan forgiveness program requirements for midlevel practitioners, nurses (RN) and other health care technicians; requiring the board of dentistry to authorize persons to practice as oral health practitioners under conditions of qualification, dentist supervision, board licensure and compliant practice, specifying qualifications for practice, prohibiting practice prior to a certain date, specifying certain education program conditions, an underserved areas practice requirement and other law application; authorizing the office of higher education to transfer funds to the Indian scholarship appropriation; increasing a board of regents university of Minnesota appropriation contingent upon performance goals completion; establishing the oral practitioner work group, specifying membership, operation, research, recommendations, implementation costs and expiration and requiring the commissioner of health in consultation with the board of dentistry to convene the first meeting for oral health practitioners regulation; requiring the office of higher education to study, evaluate and report on the enrollment patterns of low-income family students in higher education; requiring the governor to consider AFL-CIO candidate recommendations in making MnSCU board of trustees appointments
