Relating to capital improvements; authorizing spending to acquire and better public land and buildings and other improvements of a capital nature with certain conditions; establishing new programs and modifying existing programs; providing a summary of appropriations; appropriating money to the board of regents of the university of Minnesota for higher education asset preservation and replacement (HEAPR), to construct a science teaching student services building on the Twin Cities campus and a civil engineering addition to Voss-Kovach Hall on the Duluth campus, for renovation of the community services building on the Morris campus and renovation of the Folwell hall on the Twin Cities campus and specifying certain university share requirements, to the board of trustees of the Minnesota state colleges and universities (MnSCU) for higher education asset preservation and replacement (HEAPR), for renovation of Trafton science center on the Minnesota state university Mankato campus, Brown Science hall on the St. Cloud state university campus and the transportation and applied technology lab at St. Paul College, for the addition and renovation of Sattgast science building on the Bemidji state university campus, classroom addition and renovation of the Health and Wellness building at Normandale Community College and the Fine Arts building at Inver Hills Community College and for systemwide science lab initiatives at certain campuses, specifying certain debt service requirements, to the commissioner of administration for Minnesota state academies assets preservation and Mott hall vocational renovation, for the Perpich center for arts education for master plan update and predesign, asset preservation, the Delta Dorm windows project, for construction of a storage and workshop building, to the commissioner of natural resources (DNR) for Vermillion state park acquisition and development, for flood hazard mitigation grants, dam renovation and removal, ground water monitoring and observation wells, wildlife area land acquisition and improvement, forest land easements, shoreline and aquatic habitat acquisition (AMA), state forest land reforestation, native prairie conservation and protection, RIM critical habitat state match, science and natural area acquisition and development, fish hatchery improvements, water control structures, state trail rehabilitation, water access acquisition, development and fish piers, state park rehabilitation and development, drill core library and field office renovation in Hibbing, state wide asset preservation, and forest roads and bridges, to the pollution control agency (PCA) for the closed landfill program and for the solid waste capital assistance grants program, to the board of water and soil resources (BOWSR) for the RIM reserve program and clean energy pilot project and for wetland replacement due to public road projects, to the Minnesota zoological garden, to the commissioner of administration for the department of transportation (DOT) building exterior renovation, for property acquisition next to the Harold E.
