Providing for an alternative compensation process for victims of the I-35W bridge collapse; defining certain terms; requiring the chief justice of the supreme court to establish a special master panel to consider claims, make settlement offers and enter into settlement agreements with victims; specifying panel membership; authorizing the hiring of staff; establishing a process for considering claims; authorizing the department of finance to pay for panel costs; ensuring panel immunity from civil liability; specifying certain settlement requirements; requiring the commissioner of finance to pay agreed amount in settlement within a certain period of time; defining an offer of settlement as a legal claim; specifying privacy of certain records; permitting the victim to proceed in district court under certain conditions; providing for the effect of the special compensation process to current state law, specifying victims payments primacy from nonstate obligors and defining nonstate obligors, specifying a subrogation interests notification time limit requirement; appropriating money to the commissioner of finance for payment settlements and other costs
