6E "Green Solutions Act of 2008; requiring the commissioners of commerce and the pollution control agency (PCA) to submit a report to the legislature on the status of the development of a model rule establishing a regional cap and trade program under the Midwestern Greenhouse Gas Accord; establishing the legislative greenhouse gas accord advisory group to serve in an advisory capacity to the Midwestern Greenhouse Gas Accord stakeholder group; specifying certain economic impact study reporting requirements; requiring the commissioners of commerce and the pollution control agency (PCA) to submit a revenue study to the legislature on potential revenues to the state from a cap and trade program and how revenues could be spent to mitigate economic disparities resulting from implementation of a cap and trade program specifying expenditures to be studied and study criteria; authorizing the commissioner of commerce to request the board of regents of the university of Minnesota to prepare a governance study on options for determining expenditures of potential revenue to the state resulting from a cap and trade program; adjusting a prior appropriation to the commissioner of commerce for the economic impact, revenue, and governance studies and for funding contributions to the Midwestern Governors Association for completion of the studies
