Allowing low emission and energy efficient vehicles including hybrid vehicles on high occupancy vehicle (HOV) lanes without regard to vehicle occupancy and without toll payment; requiring department of public safety certification decal display and department decal fee imposition; requiring the commissioner of transportation (DOT) to limit or discontinue the exemption under certain conditions
