2E Relating to corrections; authorizing deferral of judgment for certain first time drug offenses under certain conditions; requiring the commissioners of corrections and employment and economic development (DEED) to develop and maintain a formal marketing plan to attract private sector business and industries for inmate employment through MINNCOR industries; modifying certain evidence of rehabilitation requirements; clarifying certain licensing exceptions; authorizing petitions for certificate of good conduct by adjudicated persons, providing for filing fee, petition contents and service, proposed order, hearing, eligibility, certificate issuance and effect, bureau of criminal apprehension (BCA) record, revocation, limited effect and crime for misuse; requiring crime victim certificate of good conduct notification; requiring the commissioner of corrections to perform an internal review of department guidelines for parole revocation and supervised release, specifying assessment requirements and a legislative report; requiring the legislature to appoint a working group on the state controlled substance laws, prescribing group membership, specifying group subject matter to be reviewed and requiring group recommendations regarding certain alternatives for controlled substance laws modifications, requiring a legislative report by a certain date; requiring the commissioner of corrections to study and make recommendations regarding re-entry facilities designed to assist offender reintegration, requiring a legislative report; requiring the judicial council to establish the re-entry court task force to study and make recommendations for a re-entry court pilot program, prescribing task force membership, requiring a legislative report by a certain date; repealing the conditional release of nonviolent controlled substance offenders and opportunity for drug treatment sunset
