2E Providing for the release of school employee insurance board claims data; creating a Minnesota school employee insurance pool for purpose of providing school employee insurance plans; requiring audit by the legislative auditor and commissioner of commerce plan approval; creating the Minnesota school employee insurance board as a nonprofit public corporation to govern the pool, specifying certain membership requirements and certain duties of the board relating to the design and nature of the plans; requiring and providing for board membership in and assessments to the Minnesota comprehensive health association (MCHA); requiring the board to report to the legislature and to commissioner of commerce by a certain date on pool final design, governance and to periodically report performance; requiring a pool actuarial study; clarifying that the board is a government entity and is subject to data practices laws; providing statutory conforming amendments; specifying MCHA loss allocation formula against the pool; imposing insurances taxes on the pool; requiring the commissioner of revenue to certify revenue percentages collected from the pool, deposit and appropriation requirement; requiring first board meeting initiation by the commissioner of commerce; appropriating money to commissioner of commerce for pool start up costs and requiring repayment
