relating to natural resources; requiring rulemaking to modify wetland
conservation enforcement.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin The Board of Water and Soil Resources shall amend Minnesota Rules, part
8420.0290, subpart 3, to allow a local government unit employee to prepare restoration
plans and restoration or replacement orders. The board may use the good cause exemption
under Minnesota Statutes, section 14.388, subdivision 1, clause (3), to adopt the
amendment and Minnesota Statutes, section 14.386, does not apply except as provided
under Minnesota Statutes, section 14.388.
