Relating to early childhood learning and child protection facilities; requiring early childhood learning programs appropriations to be matched by a certain percentage with nonstate funds and modifying grant priority provisions; requiring priority to projects in counties or municipalities with the highest percentage of children in poverty and program grants utilizing the Youthbuild program under certain conditions; appropriating money to the commissioner of human services (DHS) and authorizing the issuance of state bonds for early childhood learning facilities grants
