ARTICLE 1 - CONSTITUTIONAL AMENDMENT
Proposing an amendment to the Minnesota constitution, article VI, section 7 and 8 requiring the appointment of judges by the governor from a list of names submitted by a selection commission, evaluated based on performance before standing for a retention election to the office and retained or removed regularly based on a decision by the voters
ARTICLE 2 - STATUTORY PROVISIONS
Establishing and modifying procedures for filling judicial vacancies; modifying certain definitions; providing for judicial retention elections; requiring the filing of an affidavit of candidacy with the secretary of state for judges seeking to retain judicial office and specifying certain eligibility requirements; modifying judicial vacancy determination provisions; creating a commission on appellate judicial selection, specifying membership requirements, nomination duties and powers; creating a judicial performance commission, specifying certain membership and meetings requirements, classifying data, specifying certain authority of the commission, requiring preparation and distribution of survey forms for performance evaluation purposes; specifying certain evaluation requirements; providing for an evaluation panel and specifying certain membership requirements and duties; requiring publication of evaluation results; specifying certain rulemaking authority; providing for judicial retention elections; prohibiting services on multiple commissioners; authorizing telephonic or electronic participation in meetings; specifying requirements for initial appointments and first meeting of commissioners; repealing certain provisions relating to incumbent judicial offices ballot and uncontested judicial offices
