Help America Vote Act funds transfer authorized.

Section 1: Secretary of State language is modified. Language now includes, "The amount necessary to meet federal requirements for interest payments and the additional match for the Help America Vote Act account is transferred from the general fund appropriation to the Help America Vote Act account."
