Relating to transportation; modifying certain design build transportation project provisions; requiring the commissioner of transportation (DOT) to provide to the legislature initial cost estimate, the expected date of release for the request for proposal (RFP) and the expected stipulated fee and requiring the commissioner to notify the legislature of any changes to the cost estimate or the stipulated fee of a design build project; requiring compensation for certain technical review committee members; modifying provisions relating to design build requests for qualifications (RFQ); prohibiting the commissioner from limiting the ability of design builders to protest a contemplated or actual ward by the commissioner; requiring disclosure of reasons for change in stipulated fee; requiring the commissioner to submit a report by a certain date to the legislature on the impacats of design build changes; repealing a certain provision relating to design build award alternative process for certain contracts
