Relating to construction professions; modifying provisions relating to electrical, plumbing, water conditioning, boiler and high-pressure piping professions; making clarifying and technical modifications to department of administration administrative procedure act, construction professions, employments licensed by the state and state fire code; allowing licensed elevator constructors to install, maintain and repair elevator electrical wiring and apparatus; allowing licensed lineman to install, maintain and repair transmission and distribution systems; allowing licensed maintenance electricians to maintain and repair electrical wiring and apparatus; allowing licensed master elevator constructors to supervise and work on elevators and specifying requirements; modifying certain inspection requirements; eliminating the prohibition on water free urinals; modifying plumber licensing requirements for certain work and bonding requirements; exempting persons licensed as manufactured home installers from licensing for exterior building drain sewer outlets connections; requiring manufactured home installers continuing education requirements; modifying commercial general liability insurance requirements, enforcement and payment limitations; moving housing warranty approval from the commissioner of administration to the commissioner of labor and industry; modifying manufactured home sales licensee liability insurance requirements; imposing a licensing fee for manufactured home installers, modifying annual renewal requirements, exempting certain licensure, bond and insurance requirements for exterior building water projects; defining plumbing apprentice; modifying manufactured homes code evidence of compliance requirements; imposing certain monitoring inspection fees for seals, installation seals and inspections; modifying record retention requirements for dealers; modifying continuing education building codes course content requirements; eliminating the department of administration code administration oversight committee; specifying instructions to the revisor of statutes; repealing the boards of electricity, plumbing and high pressure piping systems; repealing high pressure piping system permissive municipal regulation, the contractors recovery fund, power limited technician and commercial general liability insurance
