Lindberg, new text end 4.30new text begin who helped raise the first flag on February new text end 4.31new text begin 23, 1945, and was the last flag raiser of both new text end 4.32new text begin Iwo Jima flag raisings to pass away. It is new text end 4.33new text begin anticipated that the total cost of the project new text end 4.34new text begin is $711,500, with the city and nonprofit new text end 5.1new text begin organizations contributing $511,500. This new text end 5.2new text begin appropriation is not available until the new text end 5.3new text begin commissioner of finance has determined that new text end 5.4new text begin at least an equal amount has been committed new text end 5.5new text begin from nonstate sources.new text end 5.6    Sec. 5. new text begin BOND SALE AUTHORIZATION.new text end 5.7    new text begin To provide the money appropriated in this act from the bond proceeds fund, the new text end 5.8new text begin commissioner of finance shall sell and issue bonds of the state in an amount up to new text end 5.9new text begin $93,225,000 in the manner, upon the terms, and with the effect prescribed by Minnesota new text end 5.10new text begin Statutes, sections 16A.631 to 16A.675, and by the Minnesota Constitution, article XI, new text end 5.11new text begin sections 4 to 7.new text end 5.12    Sec. 6. new text begin EFFECTIVE DATE.new text end 5.13    new text begin Except as otherwise provided, this act is effective the day following final enactment.new text end
