Relating to health and human services; requiring the commissioner of health to establish criteria and procedures to review and authorize contracts and business or financial arrangements for rural health cooperatives contracts, providing for applications and application fees; requiring the commissioner of human services to assign eligible individuals under the medical assistance (MA) prepayment demonstration project in the absence of a specific managed care plan choice to the county based purchasing health plan in Olmsted, Winona, Houston, Fillmore and Mower counties under condition of county residency; requiring the commissioner of human services to submit to Olmsted county by a certain date an itemized statement of costs incurred by the department for computer system implementation purposes and appropriating money to the commissioner of human services
