Relating to transportation; providing an alternative compensation and settlement process for survivors of the I-35W catastrophe; modifying the effective date for an increase in individual damage caps for state tort claims; specifying certain findings, providing for a compensation process, providing for no admission of liability; defining certain terms; requiring the chief justice of the supreme court to establish a special master panel to consider claims, make offers of settlement and enter into agreements with survivors on behalf of the state, providing for staff, records, procedure, payment of panel expenses, immunity, general duties, effect and finality of offers and settlement agreements, deadlines, calculation of amount, offers of settlement, supplemental payments, release and payment; providing for survivors to elect to proceed in district court; providing for the effect of special compensation process and the relationship to other law, no state liability of duty created; providing for payment as additional compensation; providing for payments from other sources; providing for no third party subrogation or recovery; providing for right of state reimbursement; providing for the effect on state tort liability;
appropriating money to make payments under settlement agreements, for supplemental payments, for administrative expense and for a grant to the Pillsbury United Communities to provide services to youth and families of youth who were on the school bus when the bridge collapsed, requiring a report to the legislature by certain dates on the expenditure of the appropriation
