ARTICLE 1 - REVISOR'S INSTRUCTION
Providing an instruction to the revisor of statutes for certain Minnesota rules
ARTICLE 2 - CONSTRUCTION CODES AND LICENSING
Transferring the responsibilities of the commissioner of administration relating to the state building code, construction of low cost manufactured home park storm shelters, manufactured homes and statutory warranties of dwelling and home improvements to the commissioner of labor and industry, the responsibilities of the commissioner of health relating to the state plumbing code and licensing and water conditioning contractors and installers to the commissioner of labor and industry, the responsibilities of the commissioner of commerce relating to residential contractors, remodelers, residential roofers, manufactured home installers and the contractors recovery fund to the commissioner of labor and industry and the responsibilities of the board of electricity relating to the state electrical code and licensing to the commissioner of labor and industry; prohibiting the commissioner of administration from using the authority to modify the transfers of authority to the plumbing board, the board of electricity or the board of high pressure piping systems; defining responsibilities; requiring the state fire marshal to work with the commissioner to improve the delivery of services; providing for general rulemaking authority; establishing a construction code fund and providing for deposits and balances transfer; specifying bonds provisions; prohibiting the commissioner from being subject to subpoena; requiring the governor to make appointments to the board of electricity, the plumbing board and the board of high pressure piping systems by a certain date and requiring the commissioner of labor and industry to convene the first meeting of each board by a certain date
ARTICLE 3 - ENFORCEMENT
Providing for commissioner of labor and industry enforcement, defining terms, specifying powers, remedies, licensing orders issuance, suspension and revocation; specifying requirements for penalty determination and contents of administrative and licensing orders, providing for false information, recovery of litigation costs and expenses; specifying instructions to the revisor of statutes
ARTICLE 4 - BUILDING CODE
Making certain conforming and technical modifications to department of administration statutory provisions; increasing membership on the code administration oversight committee, specifying term duration; authorizing the commissioner of labor and industry to adopt rules with regard to renewal requirements; modifying provisions relating to elevators, defining terms, specifying reporting requirements, authorizing the commissioner of labor and industry to establish elevator inspector qualifications; specifying terms for the construction codes advisory council and modifying membership; modifying manufactured homes code evidence of compliance requirements; requiring liability insurance for manufactured homes dealers and manufacturers; clarifying surety bond, certificate of license, limited dealer license and service of process requirements; requiring dealer, limited dealers or manufacturers notice of commissioner of labor and industry under certain conditions; requiring rulemaking; requiring the commissioner to explore the possibility of incorporating adaptability design elements in the state building code, requiring report to the legislature by a certain date; specifying instructions to the revisor of statutes

Making certain conforming and technical modifications; defining certain terms; providing for a board of electricity, specifying membership, powers, duties and administrative support, compensation, removal, board meetings, privacy provisions and official records; modifying contractor surety bond requirement; modifying and recodifying the Minnesota electrical act; increasing fees; specifying instructions to the revisor of statutes; repealing certain provisions relating to definitions, the board of electricity and continuity
ARTICLE 6 - PLUMBING
Making certain conforming and technical modifications; prohibiting certain contract waivers; authorizing the commissioner of labor and industry to enter into agreements with municipalities under certain conditions; prohibiting mechanical devices and fittings with internal moving parts from being installed in plumbing venting systems and requiring urinals to have a water flush device with limited volume; providing for a plumbing board, specifying compensation, powers, duties, administrative support, compensation, vacancies, officers, board meetings, complaints, privacy provisions and official records; modifying certain local regulations provisions; eliminating the commissioner of health and requiring the commissioner of labor and industry to oversee plumbing standards and licenses; prohibiting cities and towns from requiring a license of persons performing building sewer or water service installation with pipe laying training as prescribed by commissioner of labor and industry; modifying licensing, bonding, insurance and apprentice requirements and fees provisions; providing for restricted journeyman licenses; providing for restricted master plumbing licenses by the commissioner of labor and industry under certain conditions, limiting use of license to cities and towns over a certain population, providing for renewal, prohibiting license transfer; specifying bond and insurance requirements, prescribing an annual fee; modifying reciprocity with other states provisions; increasing examination fees; modifying inspection fees; specifying the purpose to promote the public health and safety; defining certain terms; specifying instructions to the revisor of statutes; repealing a certain license provision for cities above a certain population

Making certain conforming and technical modifications to sign contractors and residential contractors and remodelers provisions; modifying residential contractor and remodelers licensing and continuing education requirements and fees provisions; modifying application and examination and local license requirements; modifying certain penalties and permit application provisions; modifying bonding, insurance, advertising, public education and license renewal provisions; modifying manufactured home installers requirements; making clarifying changes; defining certain terms; providing for the contractor recovery fund; recodifying certain statutory provisions, specifying instructions to the revisor of statutes
ARTICLE 9 - BOILERS; PRESSURE VESSELS; BOATS
Making certain conforming, technical and clarifying modifications to boiler inspectors, inspections, tests, standards of inspection and repairs, special examination, applications for licenses, examinations, inspection certificates, failure to pay fee, exceptions, insurance reporting and violations provisions; modifying license requirements and fees; providing definitions for inspection personnel and boats and masters; recodifying certain statutory provisions, specifying instructions to the revisor of statutes
ARTICLE 10 - HIGH PRESSURE PIPING
Making certain conforming, technical and clarifying modifications to pipefitters; defining certain terms; modifying application permit, filing and inspection fees, licensing and registration and fees and license application and renewal provisions; authorizing commissioner of labor and industry agreements with municipalities; providing for the board of high pressure piping systems, specifying composition, powers, duties, administrative support, removal and vacancy provisions, officers, board meetings, complaints, privacy provisions and official records; recodifying certain statutory provisions, specifying instructions to the revisor of statutes
ARTICLE 11 - APPRENTICESHIP BOARD
Renaming the apprenticeship advisory council the apprenticeship board and making conforming changes to certain statutory provisions; modifying certain rule requirements

Making certain conforming modifications for the department of labor and industry
ARTICLE 13 - TRANSFER; REPEALER; EFFECTIVE DATE
Requiring the commissioner of labor and industry to transfer a certain amount of money from the construction code fund to the general fund; reducing appropriations to the commissioner of labor and industry; repealing certain provisions relating to residential improvements permit fees, licensure and inspection fees and letters of credit, provisions relating to boiler definitions, inspections, boat rules, examinations, rules, licensing, revocations, certificates and fees, provisions relating to employments licensed by the state and provisions relating to manufactured home sales
