A bill for an act
relating to higher education; providing funding to the Board of Regents of the
University of Minnesota for the purpose of supporting education and research
activities in the area of science and engineering; appropriating money.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

The sums indicated in this section are appropriated from the general fund to the
Board of Regents of the University of Minnesota for the purposes stated:

(1) $1,000,000 in fiscal year 2008 and $2,400,000 in fiscal year 2009 are
appropriated to create a new research center dedicated to research and development in the
creation and manufacturing of the next generation of device technologies;

(2) $1,500,000 in fiscal year 2008 and $3,200,000 in fiscal year 2009 are
appropriated to establish the Institute for Translational Neuroscience to foster discovery
and enhance interdisciplinary approaches to translational and clinical science research in
the areas of neurodegeneration, neuromuscular disease, and developmental neuroscience;

(3) $250,000 in fiscal year 2008 and $1,750,000 in fiscal year 2009 are appropriated
to support the Institute for Nano-Structure Applications for research in nanobiotechnology,
nanodevices and systems, and nanotechnology in the energy sciences;

to establish the Institute for the Advancement of Science and Technology to foster
collaborative research; increase research capacity; promote the development of large
interdisciplinary grants; provide graduate training opportunities; and attract, retain, and
prepare the next generation of scientists and engineers;

(5) $1,400,000 in fiscal year 2008 and $4,400,000 in fiscal year 2009 are appropriated
to support the establishment of approaches to health education, including interprofessional
training, curriculum changes, new technology and virtual reality applications for teaching
and learning, and support for on-site clinical training; and

(6) $2,500,000 in fiscal year 2008 and $6,500,000 in fiscal year 2009 are
appropriated to speed the development and use of new treatments and cures to improve
human health through the movement of research ideas and discoveries from basic science
laboratories to the care of patients.
