Authorizing and providing for children's mental health grants; expanding MinnesotaCare eligibility by removing a qualification and including mental health coverage for children; requiring the commissioner of human services (DHS) to convene a children's mental health work group to study unmet need for children with emotional disturbance, requiring departments of health and education, advocacy organization and county representation; providing grants for trauma focused and evidence based practices for children living in shelters with exposure to violence or refugee children, specifying priority; requiring the commissioner of human services to reimburse counties for respite care funding costs for children with emotional disturbance diagnosis, requiring work group formation; appropriating money to the commissioner of human services for evidence based practices and respite care
