1E Requiring the commissioner of health to set premium growth limits for health plan companies; specifying procedures for setting premium growth limits; authorizing an additional percentage of the premium growth rate to be added to finance implementation of the electronic medical record system; authorizing the commissioner to add additional percentages under certain major disaster, bioterrorism or public health emergencies; requiring the commissioner to publish premium growth limits; clarifying the measuring and calculation of premium growth; requiring the commissioner to establish annual health care expenditure limits not to exceed premium limits; defining health care expenditures; requiring the commissioner to collect and maintain data for the purpose of setting premium growth limits and measuring compliance; requiring cost containment data to be broken down to distinguish between the individual market, the small group market and the large group market
