Authorizing spending to acquire and better public land and buildings and other public improvements of a capital nature with certain conditions; providing a summary of appropriations to certain departments and agencies; appropriating money to the rural finance authority (RFA) for loans to farmers, to the Minnesota zoological garden for inflow and infiltration emergency abatement, to the commissioner of administration for exterior repair of the transportation building, to acquire certain property adjacent to the Harold E. Stassen building, to renovate the perimeter system and the ventilation system at the Oak Park Heights correctional facility, to the commissioner of employment and economic development (DEED) for a grant to the Duluth entertainment and convention center (DECC) arena and to the commissioner of natural resources (DNR) for a grant to the city of Stillwater for phase III flood control and to the commissioner of finance for bond sale expenses; authorizing the sale of state bonds; modifying provisions relating to prior appropriations for the MacPhail music center in the city of Minneapolis and commissioner of natural resources appropriation for water control structures
