reporting on dispensed controlled substances prescriptions; specifying reporting requirements of dispensers; requiring the board to develop and maintain a database of reported data, providing for access to reporting system data and the use of the data by certain permissible users; providing for disciplinary action for failure to submit data to the board; requiring the board to evaluate the reporting program and report to the legislature by a certain date; authorizing the board to apply for federal grants and other nonstate funds; prohibiting the board from increasing license fees of pharmacists or pharmacies to fund the system
